Description of Goods and Services:

The City is seeking proposals for software systems and solutions, including features and functionality, for billing and collection for Property Taxation, and Water and Wastewater, an online citizen self-serve portal, and a point-of-sale solution.

The proposed application should allow for efficient billing, collections, and maintenance of customer accounts within a secure application.  Online services via a portal to enhance customer service and experience, enabling customers to view account details, make payments, request account changes or additional documents such as receipts, duplicate tax bills, etc. In person services via an integrated point-of-sale solution enabling staff to process in-person sales and payments on account.

The proposed application should be able to seamlessly integrate with Workday and related systems.  The proposed application should eliminate the need for duplicate entries into multiple systems and the manual reconciliation processes.

The proposed application should demonstrate service request handling and integration capabilities to customers and data.

The proposed application should demonstrate how transactional level details are captured in the Workday system and the reporting capabilities available (both standard and custom report development capabilities).

The successful Proponent is required to provide project management services including:

  • Conversion of the current City’s tax information into the new system; and
  • Training of system users.

The City is seeking an integrated software solution that will meet its core requirements, preferably with minimal modifications with a goal to optimize system utilization for all users, improve response times, reduce errors, reduce manual efforts, improve analytical capabilities and reporting and improve customer service. 

To this end, the City is seeking to procure a Tax, Water and Point of Sale software solution (the “Software Solution”) from a vendor (the “Vendor”) who shall implement the selected Software Solution.

For clarity, the Software Solution may comprise components provided by separate vendors for the Tax, Water and Point of Sale components, provided that the Software Solution is integrated and submitted as one package in a single Proposal.

The City is considering a phased implementation with an anticipated start date of April 2025 and an anticipated completion date of October 31st, 2025, however, Proponents that cannot meet this timeline will still be considered.

The term of the Final Agreement and options to extend shall be as set out in the Required Terms and Conditions of the Final Agreement.

Other Agencies

If at any time during the term of the Final Agreement, other member agencies of the Niagara Public Purchasing Committee (the “NPPC”) become interested in entering into their own Final Agreement (under the same terms, conditions and pricing as the City), the Successful Proponent will be expected to enter into negotiations with such member agencies to finalize same. The City may disclose such terms and conditions to NPPC member agencies as required to allow them to decide whether or not to enter into Final Agreement with the Successful Proponent.
